Property Tax Abatement

SEDA is authorized to grant property tax abatements for qualifying new or expanding businesses. Projects can involve new construction, expansion or renovation.

Grant Financing/Discretionary Funding

SEDA has an established Economic Development Incentive Fund to provide grant monies to qualified businesses in order to defray cost as a result of relocation or expansion.

Tax Exempt Industrial Revenue Bonds (IRBs)

SEDA is authorized to issue both tax exempt and taxable industrial revenue bonds for projects that meet state and federal laws. It is a means of conduit financing that often provides the user with lower interest rates and allows for a negotiated investment payment in lieu of taxes. Technically, SEDA retains title to the property and improvements for the life of the bond and leases the project to the user.

Business Retention & Expansion

At SEDA, we value “service after the sale.” We realize the importance of the businesses and industries that already contribute to the economy and create jobs in Savannah and Chatham County. Through SEDA’s Business Retention & Expansion programs, SEDA can facilitate the support services many local businesses need to expand and grow right here in their own backyard.

Each year, SEDA conducts more than 100 site visits with local businesses to inform them of programs, services, workforce development, business development, training, community resources, and expansion and investment incentives.

Entertainment Production

The Savannah Economic Development Authority offers the Savannah Entertainment Production Incentives. The local incentives partnered with Georgia’s already existing incentives, are helping build a sustainable production industry by increasing the number of qualified crew members living and working in the area and increasing the number of film and television productions in Chatham County.

The Savannah Entertainment Production Incentives includes two distinct incentives:

  • Cash rebates for feature films and televisions series for qualified productions.
  • Relocation expenses reimbursement of up to $2,000 per household for qualified moving expenses for qualified applicants.
